This tool box talk is designed to help environmental permitting officers to understand and then carry out a OPRA risk rating for permitted activities. The focus is in full fee Part B activities, but reduced fee, mobile plant and Part A(2) permitted activities are also covered to some extent. The officer is guided through the OPRA risk assessment score sheets one by one, to provide a full understanding of how to undertake the risk rating. The “regulatory effort” that Defra anticipates officers will need to provide for low, medium and high-risk activities is also addressed.
The Fees and charges schemes for Part A(2),
SWIPS, Part B, mobile plant and SEA activities are examined, with examples from the schemes provided together with a dialogue of how to apply the schemes in practice to help maximise income for the Local Authority.
