This tool box talk firstly focusses on the legal requirement
for all Local Authorities which regulate permitted activities to hold a public register. It is designed to provide the environmental protection officer and manager with a complete understanding of what needs to be included in a public register, what must not be included and when to remove certain information from public access. Both commercial confidentiality and national security issues are examined as is the effect of EIR & FIOA requests for information provided on and withheld from the public register, consideration of data protection for information listed for inclusion on the public register is also covered.
The second part of the tool box talk concentrates on consultation for permit applications, variations, transfers and permit surrender carried out by the local authority. The legal requirement to undertake consultation, how and who to consult and how best to advertise a consultation exercise are all discussed. To conclude, a summary slide is provided for both the permitting public register and consultation.
