The purpose of this module is to provide the framework for good permit construction. The course will consist of a detailed examination of the permit application procedure and considerations to take into account when determining the application. A detailed review of PG3/1(12) Process Guidance note and its practical implementation into permit construction. There will also be an opportunity to consider good practice when constructing permit conditions and what pitfalls to avoid to ensure compliance with “CREW”.
The procedures of permit variations, meaning of substantial change and permit transfers is covered, as is the revocation and surrender of permits, in particular A(2) permit requirements in these circumstances. Environmental Management Systems (EMS) are considered, as is the meaning of an accident / incident and appropriate reactions from a permit operator.
Finally, a case study to construct a workable permit document is undertaken to complete the module.
This module stands alone but can be also undertaken as Module 2 of the EMAQ+ ‘Essentials of PPC’ course - a structured programme of training leading to the Certificate in Pollution Prevention and Control.
On completion of the module attendees will have a better understanding of:
- How to accept and process a permit application
- What is involved in duly making and determining a permit application
- A detailed understanding of how a PG Note works and its implementation in permit construction
- The evaluation of permit conditions
- Good practice in the construction of permit conditions and pitfalls to avoid
- How and when to vary a permit taking into account substantial change
- How and when to transfer a permit
- What an EMS is and how it should be integrated into permit condition requirements and the work place
- What an accident / incident at a permit activity site entail
- How to construct a permit to comply with “CREW”
