    • Introduction to standard methods and measurement uncertainty;
    • Continuous monitoring options;
    • EA Technical Guidance - M2 monitoring of stack emissions to air, and MCERTS;
    • Interesting or unique monitoring/sampling processes (dioxins, mercury, VOC).

    • Session 3: Overview of Monitoring/Sampling Techniques - Water

      • Recap of the duties to control water pollution (general) and the pollutant categories;
      • Typical emission limits and controls for plant covered by LA-IPPC;
      • Introduction to EA Technical Guidance M18 – Monitoring of discharges to water and sewer.

      • Session 4: Overview of Monitoring/Sampling Techniques – Land

        • Recap of the requirements for the prevention of land contamination (general), and the categories of pollutants covered;
        • Typical emission limits and controls for plant covered by LA-IPPC;
        • Monitoring and reporting requirements.

        • Session 5: Compliance Demonstration - Resource Use - Parts 1 and 2

          Energy efficiency

          • Energy monitoring techniques;
          • Energy mapping; 
          • Climate change levy;
          • Energy per unit product or per tonne;
          • Minimising energy wastage.

          Waste minimisation

          • Waste monitoring techniques;
          • Waste (including water) flow diagrams;
          • Minimising waste.

          • Session 6: Compliance Demonstration - Odour & Noise - Parts 1 and 2

            Odour:

            • Odour nuisance and links to offensiveness, permit conditions –  setting out what the operator is required to do;
            • Assessment of equipment/processes – source identification and mitigation;
            • Complaints – and how to respond to them;
            • International standards – and how to apply them.

            Noise

            • Duties under EPR;
            • Compliance options for demonstrating BAT,
            • Problems and issues.

            • Session 7: Demonstrating and Checking Compliance - Parts 1 and 2

              • How the regulator can assist the operator in demonstrating compliance by producing ‘good’ conditions in a permit;
              • Framing monitoring and sampling conditions, example conditions;
              • How a regulator might judge alternate methods;
              • Site visits and auditing monitoring teams;
              • Evaluating monitoring reports;
              • Monitoring and sampling checklist.

              • Essentials of PPC 3 Knowledge Check, Feedback and CPD

                The PPC 3 Knowledge Check will enable you to review your understanding of the course material from the 6 sessions across PPC 3.

                Participants will have three attempts at the Knowledge Check and a score of 75% is required to pass.
