  • Welcome and Introduction

    This session will explain the purpose of the training package, introduce the key elements and outline the sessions for the day.

    • Session 1: Managing the Pollution Prevention and Control Function

      This session will give delegates an understanding of the work involved in managing the Pollution Prevention and Control function. It will specifically cover; Defra expectations, operators’ expectations, public expectations & the relationships between all three. Process administration, Audits, reviews & performance management, Defra returns, fees & charges, partnership working, outsourcing work to consultants, shared resource opportunities, best practice initiatives, and customer surveys & feedback.

      • Session 2: Development Control & PPC Interface

        Environmental Protection officers often deal with both regeneration issues through development control & PPC permit issues. The delegate needs an understanding of how the two areas of responsibility interact & what measures are available through each regime to regulate industry. The new NPPF will be examined and discussed.

        • Session 3: Inspection Techniques

          All permitted installation require inspection, this session defines the frequency of inspection required, triggers for inspection, types of inspection, preparation for an inspection, powers of inspectors, good techniques to be used when inspecting an installation and associated documentation, reporting & further action and the risk assessment process.

          • Session 4: Tools of Enforcement

            Examines the legal provisions for enforcement of PPC, the duty of the regulator to enforce, Penalties for contraventions, legal defence, enforcement policies, preparation for formal action & advice when engaged in formal action. Utilises examples from case studies to illustrate the points covered.

            • Session 5: Formal Proceedings

              Explains the legal system in England & Wales, defines legal terminology frequently used, confirms witness & evidence requirements provides an understanding of court procedures, includes a practical demonstration of giving evidence from the witness box and concludes with the golden rules of giving evidence.

              • Session 6: Enforcement Case Study

                Case study review of the implications of enforcement for Cement permit as a result of an environmental spillage.  Evaluation of response, and implications for enforcement.

                • Essentials of PPC 5 Knowledge Check, Feedback and CPD

                  The PPC 5 Knowledge Check will enable you to review your understanding of the course material from the 6 sessions across PPC 5.

                  Participants will have three attempts at the Knowledge Check and a score of 75% is required to pass.
