The aim of this course is to put local air quality management (LAQM) activities into a scientific, technical and legal context. It explains where LAQM fits into the various schemes for environmental protection and, in particular how it interfaces with
health, climate change, development control, and traffic management policy. The legal framework supporting LAQM, the relevant EU directives, their implementation in UK legislation, and the role of guidance, will be covered. The legal duties and responsibilities
placed on LA’s – particularly the reporting required by Defra and the devolved administrations, will be explored in detail.
The ‘Essentials of Air Quality Management (AQM)’ enables Environmental Protection officers to demonstrate that they have the knowledge needed to implement the requirements
Local Air Quality Management (LAQM) as required by the Environment Act 1995 and the Environment (Northern Ireland) Order 2002. Each seminar/webinar stands alone but is intended as a part of a programme of study leading to a certificate of proficiency in LAQM.
Those achieving the certificate will have demonstrated that they have the knowledge and understanding needed to carry out the functions required of a local authority. This knowledge, when coupled with practical experience gained ‘on the job’ as part
of an individual’s continuing professional development plan, will provide them with the necessary confidence to operate effectively, and their managers with evidence of an individual's ability to implement LAQM requirements.
The course stands alone but can be also undertaken as the first module of the new EMAQ+ ‘Essentials of LAQM’ course - a structured programme of training leading to the Certificate in Local Air Quality Management (LAQM).
IMPORTANT INFORMATION: To undertake the Essentials of LAQM course, you must nominate a Supervising Officer from your Local Authority. Once enrolled on the course, visit your My Courses page and in the Supervision
box, click "Select supervisor here". Your nominated Supervisor should
be a responsible line manager or mentor who has an interest in your
training development programme and they will be required to verify you
have undertaken the course under appropriate conditions, as part of your
training and development programme.
